Important Note on APC

The APC covers editorial processing, layout, open access hosting, and long-term digital archiving. It does not influence editorial decisions — acceptance is based solely on scientific merit and peer review outcomes. Waiver decisions are made independently by the editorial board and have no bearing on the review process.
